I haven't yet seen Leverage and I haven't seen enough of NCIS to comment on the specific things you mention but!
1) Angell is not interesting.
SO INCREDIBLY NOT INTERESTING. I struggled with myself for a bit there trying to convince myself I was not going the fandom entitlement place with the indications she and Flack might wind up in a relationship (just because I like imagining possible Stella/Flack places the show won't go) but this is pretty much it. If I wanted to ship Angell/Flack, I would be stonewalled by having to work up some reason to be enthusiastic about her. Also she has a Mary Sue last name. Just sayin'.
Re: SGA & acting
I occasionally think Jason Momoa is the best actor on SGA. You know. When he's ON THERE. I actually think David Hewlett is a great actor, because I've seen him in other things, but I also believe he's not doing anything with McKay other than playing himself. Maybe letting out the secret bratty side he's learned not to flash around in public, but basically, being himself. This was confirmed when he announced early in season 4 that McKay had won a drama award in high school. Right. I had that problem a little bit with The Flan, too - some of the details seemed to come from HIS life instead of a natural background for the character on tv (who was, in many ways, a mix of what the writers had in mind and what JFlan was actually trying to do with Sheppard) but I never understood where people who thought he was a bad actor were coming from. Not that I have any theater experience or knowledge whatsoever, so acting is not something I know anything about, but I just never saw it.
Angell... it's like I said, I don't dislike her by any means because I'm simply not invested enough to care one way or another. The way I see it, she's just... there.
As an aside, I *do* find it odd and distracting that she and Flack are official detective partners now because we spent four years with no indication that Flack had a partner--even though it does make sense for him to have one. *shrug* In retrospect it's like, well, why hasn't he had a partner all along? (Not necessarily Angell, obviously, because she's a more recent addition.)
And while my default in a procedural is always to prefer no canon relationships between regular and/or re-ocurring characters--both because that's not what the show should be about and because I think dating co-workers is stupid and annoying even in fiction... point being if they *HAD* to make anyone canon on that show, the only two pairings I think have appropriate built-in level of chemistry and maturity would be Stella/Hawkes and Stella/Flack. [/two more cents] (I don't dislike Stella/Mac in fic, but if it went canon it would screw everything up.)

...Y'know, I haven't watched Hewlett in anything else lately, but you're right. It's not that he's bad, it's that he's... really lazy with McKay, when it comes down to it. (And I've edited that point on reflection.) But that laziness does make me really annoyed with him.
It's also possible that I've seen one too many people talk shit about Flanigan. Because I *do* appreciate that he consistantly thought about Sheppard, but in the end, the whole thing was hampered by TPTB. (While I bought the from money bit, I also didn't think it was necessary or inevitable backstory for Sheppared. I got the impression that was the writers' doing, though.)
