Greetings to the people of the East Kingdom from Baron Rowen
Cloteworthy, Brigantia Principal Herald -

At Their Majesties Gregor III and Kiena's Curia, held January 29th,
2012, I announced a major policy change.

There has long been a perception that a "warranted herald" has more
knowledge or is more qualified than an "unwarranted herald", though
this is not the case. What warranting meant was that we had a record
of the individual's contact and membership information, and this
allowed them to accept money for submissions. However, this didn't
really solve the problem of people submitting heraldry to their local
herald and having the herald get caught up in life and not forward it
to Eastern Crown Herald, the Kingdom's Submissions herald and it
created a perceived schism in the heraldic community.

To address this, after much consultation with my deputies and Eastern
Crown Herald, as of now local heralds will no longer be accepting
submissions. All name and armoury submissions will be sent directly by
the submitter to Eastern Crown Herald for people in the U.S. or Badger
Principality Herald for people living in Canada.

Submitters are still expected to work with a herald to create names
and armoury that will be registerable. Your local or at-large herald
can still consult with you on creating a period name or device.
Heralds can still fill out your paperwork and colour in your copies.
However, when done, all your paperwork will be handed to you to mail
off to Eastern Crown or Badger with appropriate funds.

This change gives several benefits to the Kingdom, the heraldic
community, and this office. First, we still have occasional problems
with submissions going astray between the submitter and Eastern Crown;
this puts the responsibility to turn in the submission onto the
submitter and eliminates a point in the process where the submission
can be misplaced. Second, much like Ministers of the List, if you
think you're a herald, you're a herald. There will be no more
"warranted" and "unwarranted" heralds. And lastly, this office will
now only be rostering the local group herald and the Brigantia staff.
All the fiddly bits of needing addresses and proof of residence and
such for every herald who wants to accept submissions goes away.

Information on where to send your submission can be found on the
Eastern Crown website - http://ech.eastkingdom.org/.

To help facilitate this, I would ask that every group herald and each
member of the Brigantia staff please forward their modern and SCA
names, group name and heraldic title (if one), membership number and
expiration date, and phone and email information to Treannah
Dextrochere Herald at Dextrochere@EastKingdom.org straightaway.
