Hee! Happily annoyed! Two treats in one! My guess is that the candle blowing and the "soggy well wishes" happened simultaneously, and the double wish got amped in translation. Willow's magic works, it just goes waaaay farther than she thought it would...

Yup, something like that occurred. Willow's magic usually does work, just never the way she thinks it's gonna work. It's awesome to abuse that!
