It`s the story of a ten year old pupil who has been suspended from school 30 times this year for continued bad or aggressive behaviour. Things like attacking teachers with scissors by the sounds of it.
Then you get to the bit where they speak to the mother:
"Samantha’s hairdresser mum Tracey, 40, blamed the school for not controlling her daughter.
She said: “Because I work I don’t have time to be strict.” "
So parents are saying they "don't have time" to raise their kids properly and the schools aren't allowed to.
