Azaleas bloom mostly in spring - even if you're constantly tending them to draw out the blooming, it's not the right time for them.
Dahlias bloom best in July/August, but you need to keep dead-heading them to keep them blooming.
It's not high-time for herbs, either. You can plant bulb-y things now for the spring (like tulips), or garlic, shallots, etc.
The acer (rubrum, I'm guessing) is best transplanted in the spring, which is also when it will leaf out. It can also be done during fall planting, which would be long over on the east coast already, but I imagine it would be easier here. It being above-ground in a planter, even here, isn't ideal either; I personally would just try to plant it. But while the ground doesn't really freeze, the cold still isn't an ideal time for it to adjust/grow. If you *really* don't want to chance the transplanting, consider bringing it inside at night in the winter. (It could still use a little sun.)
Any herbs, too, need sun but less cold - if they're in a planter, you might consider having them inside a sunny window. (A room without cats? Or a window/light box in the garage?)
