At first, I thought Gordon fixed it himself, but now that people reminded me of his surprised look to see it, I think that's more the right interpretation.
I'm pretty sure Bruce fixed the flood light to let him know that he's alive. I mean just look at Gordon grinning like a giddy fanboy at the end. I CRIED AT THE PERFECTION THAT WAS THE END AND THE ENTIRETY OF TDKR.
In light of all this proof the people still insisting that Alfred got lost while on the way to the Inception sequel are obviously pressed that they could never be as perfect as TDKR if they tried.
It would make sense to me that Bruce took care of a few things before he left for Italy. He fixed the signal, snatched the pearls, etc.

I mean, it's possible that Gordon had that fixed on his own, but it could also be that Bruce gave it to him as a present.

The only thing he knew about Selina before he left is that she stole the pearls.
The Inception theory is quite frankly, a dumb one because there's no real good justification for it. The scene in the cafe is REAL, y'all :)
