Oh, this isn't broke. For Desai this is pretty much "top working order", actually. You should see it when things really get messed up.

This is sadly normal for the city, fortunately it's one of its 'safer' if rather annoying quirks. All you can do is deal with it and wait til it's over.

To sum it up, something of an 'age-reversal'. Those kids you see used to be adults before this hit..and if things go as they have in the past, they will eventually be adults again once this has passed.

Unfortunately there's no way that I know of to know just how long this will last.

I guess that's pretty safe, as long as no one reverts to anything too obnoxious.
