whats TANF? and why are they discontinuing that and food stamps?

I thought that the TANF was my child support until we get that worked out. But I guess I was wrong. They say I make too much $$$ but I don't so I think I will be able to get that all worked out. My case worker was out sick today and I am going to call her tomorrow
