I wonder if the milestone was originally supposed to be 500, but the plot got away from him? (I mean, he originally thought the story would be done in about five years! The manga is hitting its fifteenth anniversary in five days.)

Some of the symbolism-math is undoubtedly fan craziness. Sometime, when -- I hope! -- you're past the point of being able to be spoiled, go back and read the conversation that day-of-the-month and I had about which crew member is which number in sequence. I seriously need a "My fandom has OCD" icon. The Japanese page she referenced was one of the craziest things I have ever seen. I've read Kennedy assassination conspiracy theories that were simpler.

how is smoke a weapon

Because, I believe, he can make the smoke harden into a form dense enough to be a weapon. I need to look back at the panels to check, but I think he can use it like a tentacle to imprison or choke someone with, or like a fist to strike someone.

How, exactly, one can do that with an element like smoke is actually an interesting question I never bothered to contemplate (though I am QUITE sure someone in the fandom has), so I will have to do some research on that. In any case, we'll definitely see some fuller exposition of his powers later.

BTW, it's also a defensive weapon, because when a weapon strikes or passes through his body, he simply dissolves into smoke and re-forms after the object is gone, making him virtually invulnerable against an ordinary opponent. Notice the scene where Sanji is trying to kick him and hitting nothing but smoke and air.
