crop your picture that includes a close up of someone's eye

using the polygonal lasso tool, crop out the eye(s) and layer via copy, then duplicate the base layer and put it on screen at about 60% opacity, make sure it's under the eye layer
[3] merge the all the layer except for the cropped eye layer

select the base layer and change the hue saturation to about -70%

sharpen the base layer once

smooth out the face with the blur tool
[7] (you can stop here if you're satisfied with the eye color already, but I will be going through how to make the eye color really stand out) now select the eye layer and put the hue saturation up to about 20%

create a new layer, use a gradient of the eye color you would like, set it on overlay at the disired opacity for the eye color (mine is set at 40%)

use the eraser tool to erase the gradient over everything but the eye

you're donee...now you can add brushes, text, and whatever you want
