crop your base...mine is 96x96 of thee gangster zacky

duplicate the base and set to hard light, duplicate again and greyscale the layer and set to hue

paste in
that texture by colorfilter and set to screen

paste in
that texture also by colorfilter and set it to screen

merge those two textures together and use a brush similar to mine on overlay 100% opacity

create a new layer and flood fill it with #32a893 and set to lighten at about 20% opacity

create a new layer and set it to overlay, on that lay add some splatter-ish brushes (use wet edge on them)

merge all and add some more splatter-ish brushes on normal with wet edges...I used the color #007868
And there you go...now you can add whatever else you want to your icon
