i've estimated it takes roughly 12 seconds to cross an average street at an above average walking pace. most of the crosswalks crossing major streets will start flashing to "stop" at the midpoint of crossing!
workday starts early probably due to all the govt office jobs. the generalization is in by 8-8:30, and then close up around 4-4:30. :p
and yes there's an anti-cellphone driving law in DC and MD, but not VA. also it's legal to ride on the sidewalks in DC except in the business districts. despite the streets being very open and non trafficy, they're not necessarily bike friendly. drivers notice cyclists even less than pedestrians. perhaps a higher percentage of tourists drive through DC since it's more car friendly, and at the same time, dc streets are notoriously and purposely confusing. they're probably not used to driving around pedestrians. if you notice, most of the plates are all out of the area. also, DC metro drivers are very aggressive and suck. MD was ranked right below NY for poor driving. XD
