World's End is a complicated place; we have seen time and time again that internal and external forces are working against us. Yet, we continue to be a split place. Warring ideals clash here and without notice, there are enemies out of plain citizens.

I propose an answer.

A council, unmanned by the Task Force or the righteous Lady Zelda. A council with each individual having some sort of representation. It would be a gathering of powers, of ideas and of knowledgeable insights. More heads are better than one when it comes to survival.

Civility is key here. To achieve success, past occurrences may have to be shifted for a later date. Not all of us are familiar with each other and the worlds we hail from, thus it is pointless to squabble over unnecessary issues. Leave the past behind and we can move forward.

Now, this does not mean you have to participate. Of course, I can see where issues between hated rivals will, no undoubtedly, make people hesitate to meet face to face. But I promise this if nothing else: a peaceful means of negotiations. Diplomatic changes. And all for the better of the people.

The Fair Lady Zelda has informed me that this idea was proposed once. Perhaps a neutral party, one not so engrossed in the public, would be interested in heading such an organization? It would be good to have someone that can keep order and balance in this already insane world.

If this all interests the city, I propose the first meeting at an establishment that is almost neutral to all parties. If I may be so inclined, I would like to ask Mister Aaron is his eatery would be appropriate.

[It sounds like someone is walking; the distinct clatter of heels is heard before Crocodile speaks again.]

Do think about it.

And Miss Gabriel, will you and yours still be staying with me until things are settled on the home front?

bring me your sick, are you a gambling sort, of angels and demons, love for a country, shichibukai duties, enter sandman, gabriel, alabasta, business as usual, aaron, never smile at a crocodile, smiling and smiling, the beach is a desert, and he's a villain, don't mind the sand storms, different breed of pirate, can't beat sand at its own game, a sandstorm is coming, helping the masses, planning, lucifer, sand king, craving something more, ah the grand line, trip down memory lane is coming up, you people do not know war, beach = kingdom
