Made in Photoshop 7
Uses Selective Coloring, so it's not translatable . 
Difficulty: Very Easy =)

1. Duplicate your base and set it to screen at 64%
2. New Fill layer: 9E6C01 set to darken at 30%
3. New Fill layer: 5680B5 set to softlight
4. New Levels Layer: (RGB) 11, 1.28, 255
5. New Selective Coloring layer:

Reds: -100, 0, +100, 0
Yellows: -100, 0, +100, 0
Cyans: 0, 0, +100, +33
Blues: 0, 0, +100, 0
Whites: -39, -14, +21, -30

6. New Fill layer: F9D69E set to multiply at 43%
7. New Fill layer: 010337 set to exclusion
8. Duplicate your base, desaturate it, and bring it to the top. Set it to softlight at 80%
