Update!

So I called the school today to ask them about how I could get out of said $200 "reserve your seat now" and got phone passed around to the financial aid department (who happened to be someone I went to elementary school with, weird) and she was like "Yeah you have to e-mail me a request that we use your financial aid to go toward the early tuition thing.

Oh and tell me you want me to use it to go toward your orientation fee too" at which point I said "Orientation fee?" and she said "Yeah, when you pay for the seat saving spot they tell you that orientation for new students costs $50, so you have to make a request for that too" at which point I'm about ready to denounce the name of the only university I could get to accept me, then she says "if you do both requests at once I can just send them both in and get it all squared away faster and we can get you on orientation as early as November, then you can get signed up for classes."

I then ask "oh, is there anything else" and she says "yeah, there's a form you'll have to fill out, you can either come down to the school or fill it out online at (some crazy obscure back-door portion of the website for the school that I've never heard of)" and I'm like "uhh..." and she responds without waiting for a coherent reply "don't worry, I'll send you a link to it after I get your other funding approved"

So, long story short, it LOOKS like I'll be able to get them to pay for everything out of my financial aid, and not have to worry about coming up with the $200 on short notice.  We'll see I suppose (one never knows when government funding is involved) but hopefully it will all smoothe out soon.

Huh, I should ask you guys for luck more often ;D
