... From what I can tell there does not seem to be much stopping him from doing anything. If he so pleases, he would change the rules at a moments notice if it amused him.

... But when we are pressed and find ourselves facing a wall, think only of this: "what can I do"... and "what do I wish to do". The first is the most important, the second may follow if you feel you can afford it.

But never... never think, "I can do nothing".

Unite the players to fight him as one rather than allow him a second more of deluded superiority and authority... and die fighting for my freedom, if success is beyond me.

If that is impossible, have the players unite behind his back and play the game according to rules of their own making, rather than obeying the ones he made for you.

And if that is impossible... merely play the game. But do so knowing that you are allies, all of you. Wolves as well as sheep, none of your are each others enemies simply because he says so.
