The conspiracy is made of mostly unskilled barbers, shoe polishers, and people who buff floors. Trichophobia can also be cured by hypnotherapy so the government is looking into a method of mass hypnosis to stop the anti-Rogaine conspiracy. They are searching old papers from Nicola Tesla to see if such a device was ever invented.
