Two years ago I wonder what was Hiroki's health problems so that he was exempted from PE; now I reviewed that scene and found that line can have both mean he was or was not exempted-- of course, in the latter case, he was given accommodations.
Let me quote FUNimation's dub translation verbatim:
PE teacher: Hold it, Hiroki! I said you could rest as I know your health sucka, but I never said you can play around on your computer!
I believe this is faithful original to the original, as the main issue is the word "rest."
"Rest" does not clearly imply he was exempted; a more clear term is "you need not to" or "you don't have to." I can interpret the teacher's use of "rest" to mean, while physical exercises would not cause him health hazards, he required frequent breaks.
Of course, I may be having the problem of reading too much...
