Elevators

I was sitting, well standing actually, this morning looking at the inspection notice of the elevator in the building I work in. It expired back in September. One of the first things I end up looking at in elevators as I wait to get to my floor are the inspection notices. Elevators are normally pretty boring things to look at and the notices are at least something to read. My first thought upon see this notice was wow this inspection only expired this year, a few months back.

Today, I looked at it and thought the same thoughts wow normally these inspection notices are years old this one only expired a few months back. Which got me thinking, why does it seem like all elevator inspection notices are expired? Is it just that I remember the expired ones? Or are elevators so loosely regulated that inspections are on a voluntary basis? It makes me wonder about who inspects elevators what does the inspection involve and who makes sure elevators are inspected.
