The Shimizu family is a powerful clan of samurai allied with the Fuuma village who watch over the world of Nabari. They don't interfere with whatever the Ninja are doing, but they carefully watch them, observing, and keeping the Surface world (or the Normal world) and Nabari separate. That is their purpose, and the exact reason why Kourin, leader of the Shimizu clan and Raikou's mother, did not allow Raikou to help his classmate and friend when she was being bothered by the yakuza. In the end, Raikou was not able to do anything to save her, and she died. This is how Raikou began hating his mother and the ways of the Shimizu. He told his Uncle Iroku about this one day, and Iroku told Raikou in return, that their power is useless if they cannot use it.
At a family conference, Iroku proposes that they search for the legendary Shinrabanshou and use it for justice and the betterment of the world of Nabari. Kourin, of course, declines this proposal as it was a direct conflict to their law. They can never intervene in Ninja business after all. Iroku of course, protests this and causes a ruckus which eventually leads to him killing his own brother, Raikou's dad. Kourin accuses Iroku for being a coward, for killing Soumei, who was weak and sick and could not protect himself. Kourin dies when she protects Raikou from being killed by Iroku, and things go downhill from there. Iroku's followers attack the rest of the clan and Raikou, having witnessed his parents death, takes his White Gamon, the sword his mother passed down to him, and kills Iroku for his parents' murder.
At that exact moment, his younger sister, Raimei comes to the scene and witnesses her brother killing Iroku. Raikou takes the full blame of killing the whole clan and joins the Kairoushuu, a powerful clan of Ninja.
Years later, he rescues Meguro Gau, still believing that those with power should be able to protect those who do not (and partly still resenting that he was not able to save his friend all those many years ago), and initiates him into the world of Nabari. The two of them form a pair of Wakachi, and their duty is to get rid of Kairoushuu members who do not adhere to the rules of the clan. Raikou treats Gau differently from other Kairoushuu members, mostly because he isn't originally from the world of Nabari.
Fate, of course, would have the siblings meet each other once more. On the anniversary of the Shimizu clan's destruction, Raikou and Raimei meet each other at the place where the clan used to be. Out for vengeance, Raimei attacks Raikou, engaging him in battle. Raikou manages to injure Raimei seriously and leaves her there to die. She survives, however.
After this event, it is obvious that Raikou is still haunted by the past, and because of this, he gets himself and Gau injured during a mission. Seeing Gau getting beat up, Raikou turns into a cold blooded killer and disposes of the man. Raikou then eventually tells Gau about the truth of the Shimizu clan. Not wanting Raikou to carry this heavy burden anymore, Gau travels to the village of Banten to look for Raimei and tell her everything. This leads to a second battle between Raimei and Raikou. However, when Raikou was about to slash his sister, Gau stands between the two of them and receives the blow. The Shimizu siblings reconcile, and Raikou watches over Gau as he recovers from his wounds.
While Gau has not regained consciousness, Raikou takes part in the mission to retrieve Kouga's Daya. He doesn't act awkwardly at the addition of Rokujo Miharu to Kairoushuu's ranks and accepts him warmly, even saying that he looks forward to working with him. He also confides in Miharu, telling him that he doesn't want the Daya or Shinrabanshou's help to wake Gau up, that he has to suffer because he doesn't want to lose a friend. After the disaster at Kouga (and being handed the Kinjutsusho), Raikou's life seems to be back in order. Except Gau still hasn't woken up from his coma, even if his wounds have healed and his vital signs are normal. Raikou claims that Gau does not wish to wake up because he hates Raikou. Still, Raikou sits by Gau's hospital bed every day when he can.
On a day at work (Raikou works in the Surface world as a traditional paper maker), after refusing to go on another mission because of Gau's condition, Raikou challenges Yukimi, a fellow Kairoushuu member, with the agreement that, if Yukimi wins, he will assist him in searching for the missing Thobari Kumohira. During their skirmish, Yoite, Kairoushuu's Kira user, gets angry at Raikou's stubbornness at not wanting to do anything to help Gau's comatose condition and says that, since Raikou's w ill is wavering, he will end it, and Raikou misinterprets this, thinking that Yoite will get rid of Gau (or use the Daya on him, which, to Raikou, is much worse). Yoite knocks Raikou unconscious, and when Raikou comes to, he rushes to the hospital where he finds that Gau is safe and has regained consciousness, thanks to Yoite.
Not soon after this, however, Raikou begins to wonder if the ideals of the Kairoushuu are still parallel to his beliefs. He confronts Hattori, the leader of Kairoushuu, about not wanting to 'delete' Yoite, and he learns that he, along with Gau, were expendable pawns in a much greater plan. He quits Kairoushuu right then, taking Gau with him, and helps Miharu and Yoite escape the Kairoushuu. This eventually leads to Miharu granting Yoite's wish, except it was a little too late. While Miharu did erase Yoite's existence, he had died before Miharu was able to, not according to how they had agreed to do it. This somehow causes a paradox: while everyone who knew Yoite could not remember him or situations with him properly, they are aware that someone or something is supposed to exist in those memories.
Even with their memories a little fuzzy, Raikou still stands firm in his decisions and beliefs. Now, he lives to rebuild what is left of the Shimizu Clan and act as the guard that keeps the balance between the world of Nabari and the Surface, along with Gau and his sister, Raimei.

Raikou likes to be care-free. He's a really nice person, unless you're someone in the World of Nabari who doesn't follow rules, then you might find yourself at sword-point. When presented with danger, Raikou is calm about it, showing no signs of weakness or fear. He takes his work seriously. After all, he and his sister are the only ones left in the Shimizu Clan of Samurai, allied with the Ninjas of Nabari, who have sworn to keep the balance between Nabari and the Surface World in check.
Raikou somehow has a different attitude towards his sister, Raimei, and Gau, his partner. Towards his sister, he is a protective older brother-- he even joined an 'enemy clan' to protect Raimei. After their differences have been resolved (it was all a misunderstanding, really--Raikou had lied to protect Raimei's innocence, saying that he killed everyone in their clan, then never looked back-- in truth it was a coup coup d'état gone wrong that began with his uncle's desire to use the Shinrabansho to enforce the balance on the world of Nabari, which is not how the Shimizu clan deals with problems), he is a little more open with Raimei, slowly easing back into the brother-sister relationship they used to have.
Towards Meguro Gau, however, he acts differently. Generally, Raikou has a care-free, playful attitude around other people, but when he's around Gau, there's a slight difference to him. He's still cheery and playful, but it shows that they understand each other very well. Of course, the "domestic violence" doesn't really show that (it just shows his mostly hidden sadistic side). Gau is actually a constant reminder to him about his resolve to wield the sword for what he believes to be right. It is also clear that Gau is very important to Raikou, even going as far as wanting Gau to hate him and leave the world of Nabari to live a normal life, because that is something Raikou could never give Gau.
Raikou is also willing to do anything once, but don't trust him too much with his skills. He may be a hard worker, but there are just some things that he is really bad at. For example, don't let him drive your car, unless you want him to drive off the road and into a ditch, or take pictures that would end up too blurry and unrecognizable-- it could be said that Raikou is technology-retarded, though not completely. He's also somewhat of an impulse shopper, buying the most outrageous things that he would most likely never actually need or get to use, and somehow, through strange logic, rationalize his purchase.
Raikou does his best in life, really. He always strives to smile despite the situation, and can be pretty positive. Although sometimes, he twists the truth (or leaves out a few details) a little bit to suit his need. He can also be pretty blunt when it comes to certain things, and is very attentive especially towards seemingly useless details.
abilities:
Raikou is skilled with the katana, having been trained in the weapon since he was a child. As part of the Shimizu clan and the World of Nabari, Raikou also received extensive training in other arts and weapons, and has a few ninja tricks or two up his sleeve (like sensing the presence of stalkers). Apart from that, he also has very good selective hearing, and excels in horrifying people with his fashion sense. Probably the only thing Raikou does best aside from his combat skills is making paper (Calligraphers are often surprised that a 20 year old makes remarkable quality paper), and Cat's cradle. Raikou also likes to collect small protection/lucky charms, and even wears one on his hair, when he ties it up, and has a few strung up on his hakama belt.

Create chaos in Gau's otherwise "orderly" life, and troll a bit with his lack of expertise in technology. Also treat this as an extended vacation from home, while secretly worry about Raimei's ability to catch fish. Other than that, no actual plans, really.

[At first, the audio feed is silent, save for a few quiet tap-tap-tapping noises. It sounds like someone's typing, actually, and it goes on for a while. There's a few seconds right then, that the tap-tap-tapping stops, and then a somewhat cheerful voice is heard.]
Mm, all done! Now, next is to... let's see.....
[The audio feed ends with a beep, and is then followed by text:]
Note to self: find a way to tell Raimei that I won't be home soon. Also tell her to tell Gau stop catching birds. The two of them can live on vegetables for a while. Vegetables are healthy. Also, they should eat the wasabi, it might reach the expiry date soon.ヽ(゚ー゚*ヽ)

The sun was barely up that chilly morning, and Raikou was already awake, wielding a makeshift bokutou and going through different sword katas. He swings the practice sword with grace as a smile tugs at his lips. Gau and Raimei were likely still asleep in their small tent. The small smile grew as he slashes the bokutou downwards. The three of them, together, they will restore the Shimizu Clan from the ground up. It will be hard, considering he also plans to rebuild the main house on the exact same spot it used to be all those many years ago. But he believes they could do it. With Gau at his side, and Raimei as well, the three of them will make sure that the balance in the world of Nabari would be re-established.
He minds his footwork on the uneven ground as he goes through the last few forms and let his thoughts wander a little more. He thinks of his mother, from all those years ago. Her words still echo in his mind. Would this be enough to prove himself to her? He had taken the blame for the fall of the Shimizu clan, shouldering the burden on his own. Kourin's last words to him were, "Take up the White Gamon, it is your duty." Only, this is years late. How long has it taken him to finally understand what his mother tried to tell him? Ten years... But Raikou has no regrets. The bokutou slices through the air in an arc and he shifts his footing, turning 180 degrees. He holds the practice sword in front of him firmly, standing with one foot behind, feet shoulder-width apart. Apart from his breathing, he could hear the song of birds in the distance, the soft rustle of leaves in the wind.
Raikou exhales and relaxes his shoulders. That's right, he has no regrets. Whatever he did in the past, right or wrong... there was nothing he can do about it. The past has become a part of him, but at least, the burden of the truth has left his shoulders. He can think clearly, now, no longer blinded by his own selfishness. And he isn't alone. Gau was with him. He also has Raimei. Then, there's Yukimi-sempai, Rokujou Miharu... and even the fuzzy memories of "that person" that was erased by the hijutsu. Allies. Friends. He has no reason to waver any longer.
