How to tell them apart?: Sakon's hair is parted on the left and Ukon's hair is parted on the right. Also Sakon wears a necklace and Ukon doesn't.
Their abilities while in Lucerneridge: They can't use Rashoman. They can go into their cursed seal forms but it won't make them any stronger. They can be merged with eachother and heal faster, and they can still attack while in eachothers bodies but they can't conjoin with other people.
