Depends on where you life, actually! When I lived in Portland (which had a fantastic public transportation system) I knew lots of people who didn't drive. I had a car, but rarely drove because it was easier to take the bus than find a place to park.
Here, in MN, *everyone* drives. You pretty much have to.
You can also get a general ID card from the DMV. I didn't know anyone who had a driver's license who didn't have a car -- mostly because in order to pass the test you have to have driving experience and if you don't own a car... well.
I don't know anyone in their 30's without a car/DL but when I was in my 20's, it was pretty common.
If he grew up on a farm, or in a small town, he'd have to know how to ride the equipment (no pun intended there!). But living in the City, I seriously doubt Emmett drove anywhere. I'm sure he was the Queen of public transportation. And he always had a friend around to drive him anywhere he needed to go. :)

Thinking about it, the equation doesn't work the other way, though, does it? I can drive but I don't have a clue as to how to change a tire. :D
