It isn't. They're meant to be something that anyone can learn to use.

And most of the villagers will forgive a bad transmission or two, especially from new feathers.

Oh, lots of different sorts.

This past month we all thought we had lived entirely different lives with entirely different families, and the month before that we all turned into different creatures. My first month here we were all randomly teleported all over the place, and there was one I wasn't here for where everyone became the person or thing they loved most.
