Set in the early nineteenth century, Signals of Distress describes the impact on an English coastal town of an unlikely set of visitors and castaways. Aymer Smith has travelled to Wherrytown on behalf of his family's London soap-making company. For many years, the Smiths have relied on the people of Wherrytown to provide kelp ash (rich in sodium) to their soap factory. But Aymer is the bearer of bad tidings: thanks to the invention of a new industrial process, kelp is no longer needed for soap-making, and the Wherrytown kelpers are therefore out of work. Aymer's arrival coincides with the wreck of an American sailing ship, the Belle, whose crew move ashore while their boat is repaired and refloated. One of the passengers aboard the American ship is Otto, a black slave. Aymer, a follower of the anti-slavery activist William Wilberforce, decides to emancipate Otto, who disappears into the hinterland, much to the anger of the ship's captain.
A middle-aged bachelor, Aymer fantasises about finding himself a country wife, and is attracted to Katie Norris, a young newlywed awaiting passage to Canada aboard the Belle.
