I will warn you that people at cons do tend to go for the more popular titles in artist alley. I know I'm always seeing a thousand tables for Naruto/Bleach/and the like and only see some of the fandoms I'm actually into. Original pieces are especially hard to sell, but if something beautiful catches my eye I would buy it original or not.
Maybe find someone who has a Photoshop or Canvas program? Or download one. I had to do the 2nd option because I can't afford to buy Photoshop when its just something I play around with occasionally. But once you get it, just start playing around with it. That's how I learned to use it and a bunch of my other friends as well.
The cosplay idea is always fun! It depends how badly you want to cosplay Small Lady Serenity/Princess Serenity, if you want to cosplay them bad enough then you'll feel the cost justified. If not, then you might end up regretting it. Especially after you've warn it a few times and don't want to wear it to the same con over and over again. Then you just have a $150 costume stuck in your closet. I cosplayed Sakura from CCS and it was one of her school outfits from the artbook and that cost me $250 XD But I enjoyed it very much and I think maybe I'll go ahead and pull it out and wash it for this upcoming Anime Expo :3
