Create decoy sites for them to target. Keep questionable people out of range, and scan anyone coming close--even those you think you trust. If they're consistently using the same kind of device, find its exploits and either disarm it or prematurely detonate at range. Once you've secured yourself for the moment, try to negotiate a cessation of hostilities.

And should that fail, preemptively kill all of them, their families and allies, their neighbors, their leaders, their subordinates, their suppliers, and anyone who might object to all the people you're killing. But that tends to get impractical, past a certain point.
