Because. There is a direct connection to our country from this place. Any unregistered superhuman from here could just waltz right in, cause havoc and waltz out again. Would you like someone you could do nothing to hurting your parent's Valeria? This Act is to protect everyone.

Really? Do you know how many time Spiderman has put villains in jail, only to have them ascape again and kill another person? Do you know how many people died at Stamford, Valeria?

The New Warriors knew they were in over their head. If they hadn't provoked the villains, no one wuold have been hurt.

((No canonical members of the Arrow family are metas, unless you count the on-again, off-again partnership Black Canary and Ollie have.
