Sages, I have a problem. Some of you know who and what I am, so this question is for you. What do you do when the single person capable of thwarting your plans simply refuses to go away?

For the rest of you, what are your goals in life?

That's what I try to do, but he knows what I'm trying to do just as much as I know his goals. HE knows what I have to do to achieve them too. In a sense, he is me, only evil.

Arrange contingencies so that them getting their plans to succeed doesn't actually do them any good, and ends up costing them more in the long run--make their goals the bait of a trap.

That's what I've been doing, only he has influence over a much larger section of the galaxy and an entire Empire. All I have right now is a tenth of his territory, one percent of the resources, and a mostly united Federation.
