The problem with an event like this is that, as stressful and devastating as it can be in the immediate sense of time, the tension and the terror can be stretched out by things like insurance and the police for years. I'd highly recommend you contact your insurance company just to put them on notice-- this wasn't your fault and you were at a complete stop; the rates aren't going to change if they expect to keep your as a customer; a precise no-bullshit list of what you can expect from them in the weeks to come. If you get on the phone with one who's an ass, hang up and call back, or insist on talking to a supervisor. I also would not be surprised to find out from the police that they'll need you to give either a sworn statement or possibly even testify. I have to suggest you 'go to war' on these issues as imminently as you can, so that they don't waste any more of your time than what you've already had to deal with....
I'm also really quite glad you're both physically unharmed, and I sincerely hope that the situation as a whole gets dealt with professionally and very, very quickly. (It's good to know there are still good people in this world, too.)
