I think it's usually acceptable to friendslist strangers unless they have some other policy stated in their userinfo and/or a top-posted 'friends-only' message. The terms 'friends' and 'friend of' are somewhat problematic, and I think that leads to some confusion; I'd be happier if LiveJournal used the word 'reading' and 'read by'.

People are curious when a stranger pops up on their 'friends-of' list, and they usually want to know why they got friended, but not in an upset way; it's a kind of compliment.

You might put a message in your bio saying something like 'You probably don't know me. I sometimes friendslist strangers when their journals look interesting.'
