That whole master nonsense is obnoxious. A ruler should lead by example. Show their people that following them is their best action. A kind and just ruler will always win out against a cruel dictator.

Of course it is for a ruler to lead by example. I would say as much myself. Where was any talk of dictators? A ruler may be kind and just, but he must show his people that his kingdom will not be torn apart from within under his rule.
