Mm... well, there's all sorts of people here in Mayfield...

Though, I suppose having lived in Gensokyo for most of my life made it easier to accept the things I've seen here.

There is. We have proof that not everything remains under Mayfield's control. The milkman and Chief Grady both have some level of autonomy, and neither is quite on the same page as the powers that be. Furthermore, the milkman has come close to upsetting everything not once, but twice. There is a weakness to be found. All we need to do is find it.

... we know neither of them are really the ones in power here, though. It doesn't quite prove anything just because their control gets upset for a small time.

No, but they're able to act against the powers that be. They don't have absolute control, even over drones.
