Chibiusa got her hands on Santa's list of people in Flamingo Heights and it says who's been good or bad. So... Sailor Chibi Moon is going to go around playing Santa Clause and give people who are nice little boxes with a small, hand made present like a key chain or a piece of jewelry inside.
Those who have been 'naughty' so to speak will be getting a blast of Pink Sugar Heart Attack (a totally not lethal attack. It causes about as much damage as getting slapped in the face) and a warning of 'If you don't shape up you'll be getting coal in your stocking this year!'.
As a note, people won't be able to recognize Sailor Chibi Moon as Chibiusa. The disguise magic is too powerful.))
