But rather than providing a surrogate safety net, private contractors have failed needy Texans and taxpayers.

The financial and human costs of these failures are unclear. The state has not conducted a broad-based analysis of the growing privatization movement.

And yet out state continues to try to farm out these services. The problem is, a private business is out to make money, not be humanitarian. If making money conflicts with providing human services, guess which side loses?
