This just found in my notes for Diving Under:
• If there is an attempted purge [of victors] by either side, make it fail. Snow ordering the victors’ deaths kind of makes sense, but the rebels? Not so much. Any Capitol-ordered purge will be fought; any rebel-ordered purge will be met with a WTF response and the rebels will be talked out of it using Earth logic.
