Forgive me if this rambles, and also some of you may have seen an almost identical post on Tumblr, but I wanted to post it here, too, where a conversation could be comfortably had, if anyone is so inclined

It was a little bit of both. Of the 43k notes I mentioned, I followed probably 80% of it, more or less closely, but the rest of that was completely ignored as the characters etc. developed and even with that huge amount of notes, there were a good dozen scenes that had absolutely nothing to them but the knowledge that there should be something there, but I had no idea what. In fact, the notes I had for what ended up being the last three chapters were mostly involved with what happened in canon so I could figure out what was going on with Finnick in the arena; there was literally nothing with Annie at all, because I had no idea what to do with her story back when I was writing the notes.
Probably half of Annie's story wasn't charted out ahead of time. She started deviating from my notes back in District 4, when she attacked Finnick's uncle Rick. There was never a plan for the drugs sub-plot in the middle of the fic. Martin taking her to meet with potential sponsors, the Gamemakers visiting the rebel victors near the end, these never had anything in the notes because I didn't know they were going to happen until I wrote them.
