This is great! It's interesting, thinking about the earlier Games and the fact that "things were a lot different back then." That the Games weren't so glammed up. That the Capitol citizens during that particular time didn't see it as some sort of glittery sport just yet. That "the failed rebellion [was] still too recent, the atrocities committed still too raw."

There was an excellent WIP I was reading about the first Quarter Quell, the one where the district citizens had to pick their own tributes, but it hasn't been updated in a couple of months, so I'm not sure if it's been abandoned or not. But! If you're interested, knowing that going in, the backstory and world-building is pretty cool. It's Choosing by dreamfall_nnwm.
