Do you mean you want a fixed background? (ie. a background that stays in place when you move the page up or down)

Also do you want to be able to see the background through the entries/comments/sideboxes? (ie. transparency or opacity or solid)

Just answer these two questions and I'll point you to the correct tutorials and/or give you the CSS code.
