So, two ways this is possible. I stle the first one from a bloggish tutorial (wich was stolen from a expressive one, wich was "borrowed" from flexible Squares one)..., the second one is a modified version of what you had. Anyway I'll post both ways at babytest in a minute
remove the whole function Page::lay_print_sidebar_freetextbox_2() from your theme layer, or better, copy the codes I'll give you now and overwrite what you have: userlayer themelayer

scoll down to the bottom and change set layout_sidebox_tags_visibility = "hide";
to set layout_sidebox_tags_visibility = "4";
and at the top find set layout_sidebox_freetext_2_visibility = "4"; and change it to set layout_sidebox_freetext_2_visibility = "hide";
that will hide the freetext2 box and make the tags box appear
