Never really too early, and it's a good time to be thinking of your options. You want to make sure you can get in with a prof before other students snatch up spots. Talk to your profs, and find what your interests are, as well as which prof you could see yourself working well with as your supervisor. I think I latched onto birds after ornithology in my third year.
Keep your mind open in your classes too and ask your profs about their research. Generally your thesis works within or branches off from their own research since you'll be using the same materials. Also, before this summer you'll want to find out if you can work for your chosen supervisor, because it doubles as a time to collect your data. Your pay usually comes from a NSERC scholarship, so you'll need to ask when to apply for that and such (Dr. McCorquodale is the one to go to about that).
Don't worry so much about getting a set question at this point. I didn't get my topic right away, and went through a lot of drastic variations before settling on one.
