The first time he proposed to her, it was in a letter, eloquently written and edited by the finest literature scholars in Archadia. He'd even asked Queen Ashelia to deliver it for him and as an afterthought, reminded her not to hand it to Vaan, who would be giggling about it for months.
No princess could have refused that letter. His plan was foolproof. Well, almost. He'd forgotten one small crucial detail in his plan.
Penelo wasn't a princess.
She turned him down. In a nice way. She'd said that she might reconsider if he was more honest about his approach.
So he proposed again, and taking her advice to heart, he -without even telling Gabranth, although Basch was better at following him than Noah and managed to catch up with him anyway- travelled to Rabanastre and got down on one knee for her in the traditional way that normal people proposed.
He blundered again. Penelo was not a normal person, at least not in that respect. She'd smiled at him that time and gently shook her head.
"Still not sincere enough. I'm not a subtle person, Larsa. I do what I believe is right and I say exactly what I think because I don't have to juggle politics and happiness. You don't have that luxury. Everything you've ever said has been clearly structured in order to offend the least number of people. And that's a good thing. In politics. However, when you're talking to people like us -like me, Vaan and probably Basch too, even if he's too polite to say it- you tend to come off like all other politicians. Insincere and two-faced."
He heard Gabranth cough. Whether he was trying to pass off laughter or if he was just shocked at Penelo's description, he wasn't sure. After pondering her words for a few moments, he realised that she wasn't actually calling him insincere and two-faced, just the way that he spoke.
Still, she was right. She really wasn't subtle and she did say what she thought. He guessed that it was the only way that she could handle Vaan. And if that was the only way to get Penelo into a wedding dress, he would gladly go along with it.
He proposed two more times before she finally said yes: once after a serenade on the roof of the Strahl and once after getting completely drunk in Clan Centurio headquarters. To this day, he still had no idea how Penelo had managed to stop Vaan from telling everyone about that incident.
Still, he persevered. After all, he was a Solidor, and the family had not been in power for 200 years by giving up easily.
His moment came when they were fighting a Mark under the Pharos at Ridorana. The creature -it was a huge wyrm, even larger than the one that they had fought in the jungle back when he still had a father and a brother and she still thought Vaan would never be a sky pirate- smashed into him with its tail and he passed out from the pain almost instantly, not even having time to pull out an X-Potion from his stashed horde.
The next thing he saw was her, forcing him to take a Phoenix Down. Still critically injured and his words slightly slurred, he mumbled.
"Marry me?"
She grinned and nodded.
"That was a lot more sincere. I suppose I can say yes to that. Now use an X-Potion or you might die before the wedding!"
"Did I just hear you say that, Penelo? Or are my ears still ringing from the impact?"
"With Basch as my witness, I said that I'll marry you after all." Then as the wyrm slammed Gabranth into a wall, where he slumped to the ground, she winced.
"On second thoughts, maybe he's not such a good witness."
"I think you might be right there."
