Servants are the ones capable of obtaining it, but the Wish belongs to the Master. While it is optional and not always the case, I suppose that a will to cooperate and similar mentalities will be helpful if a pair wishes to win. Any Master can use the Grail - as long as they manage to eliminate the others.
