Two seemingly decidedly unconnected things are happening. The first is that Nelenu, the queen of the Elvish kingdom Kiwela - who had for years be known as a fair, just and peaceful ruler - has very suddenly turned tyrannical and violent, and is convinced to follow the example of the great general Sipu of the old Kela empire, who had led the Kelean army to conquer much of the known world, setting her sights on the neighbouring country Yadosha to begin her conquest.
The second is that Qushiga, a former battlemage and the headmaster of a small local magic academy, finds an unconscious Elf during a walk on the beach. Her apprentices dub him Nibabay, ‘No Name’, because once he regains consciousness, he doesn’t seem to actually remember anything. He does seem very sure that Qushiga isn’t really who she says she is, though. And the whole thing just makes her act even more mysterious, to the chagrin of her companions (and fellow instructors) Dumishi and Sifona.
