Rumbelle Screen Time in Season 2. Only counted moments were the two really interacted together, moments like Mr. Gold talking to David Nolan about Lacey or him looking at the cup are not counted: ( S2 Statistics )
The time is about what I would expect given the number of characters who had arcs or centric episodes this season (Charming, Snow, Emma, Neal, Henry, Regina, Cora, Gold, Belle, Anton, Whale, Ruby, Greg, Tamara, August, Aurora, Mulan, Philip, Hook, Milah). And characters like Ruby got shafted even worse than Belle. What annoys me most isn't the numerical amount, but what was missing, like all the time between the premier and "The Crocodile", and lots of other necessary "character beats". The writers are clueless about how to construct a character- based arc, as opposed to a MacGuffin-based arc (squid ink, compasses, jewels, beans, hats etc). Which is a shame because characters are always more interesting than MacGuffins.
Don't know if you saw this...someone took a look at all character times. It seems that Belle had approximately 102 minutes of screen time all together in season 2, so you're right that she got very little more besides her times with Rumple.

It's not an either/or thing, though. Good writers use plot to build character and character to build plot. Babylon 5, again, is a prime example.

Though interestingly enough she wins for the most screen time in one episode with 31 minutes 25 seconds in The Outsider.
