It would have been interesting in a Wraeththu setting so see how Rue dealt with Kimimaro's abstinence. I truly feel that Rue would have allowed him time, as he is insisting now in camp, for him to come to his own conclusions, which is rare for Rue. I do feel, however, that the process of seduction would have been a bit more direct. Without the camp restrictions on sex and aruna, Rue would have been much more willing to press certain matters.
In a way, I think Kimimaro also confuses Rue a little -- especially where Gaara, or rather little Gaara, is concerned. Little Gaara is not the first child that Rue has brought back to the cabin when they've deaged. He's also not the first ninja child that Rue has been openly affectionate for, but the ammount of hatred that Kimi feels for Gaara, even as a child, took Rue off guard. He knows that Gaara was the cause of Kimimaro's death, but to continue to hold such strong feelings towards someone who was innocent, that is something Rue could never understand. Nor does he quite comprehend why Kimimaro still feels driven to fight a battle he has already lost once.
In the end, he still loves him. He knows that in his own way Kimimaro cares for him, and that is enough for him. Well, almost enough. He'd really really like to take Kimimaro home with him and let Thiede incept him and have a lot of really good aruna and annoy the hell out of Tigron!Pellaz, but he'll take what he can get.
