Despite the wall, the city's still a really big place and you've got all sorts of people here with all kinds of abilities. The Interloper's claimed before we're here as entertainment -- yet we seldom see him.
How do you think he watches us?
[It's Conan's usual question for new arrivals -- he wants to make sure that he doesn't share information with anyone who can't make use of it. And that means making the connection between the watches and the surveillance of their captors.]

He may be watching us from the watchtowers in the wall. If he had advanced enough video cameras, they could pick up the minute details of proceedings in the city. However, the centre of the city would be difficult to see, and it would be near impossible to use audio.
He also could have men of his disguised amongst us to pick up information, but that too is unlikely - we'd notice if a few people periodically disappeared to give information to the Interloper. Although they might be able to communicate privately through the watches...
And then, of course, the obvious answer - he's monitoring the network. Which means that he constantly has the upper hand, since we can't have any secrets from him.
