Publishing Deal FAIL.
So, at the budgetary meeting, support for my book was pulled because:
"The potentially rebounding economy was the main point raised.
At this point, it doesn't look like we can move forward with the project."
Yes, people won't want to save money, in either business or their personal lives, because the economy is recovering.
Time to shop the idea to publishers who aren't dummies.
