You should be able to find the old rules through links on rpgwho's info page -- each Livejournal and LJ community has an info page, and roleplay groups usually post links to important information there. The page has outdated information (such as the banners linking to the old timelines); all that will probably be replaced with new material when you get the community up and running.

Before you start, you may want to familiarize yourself with livejournal roleplay in general. There are lots of games out there, with lots of different rule sets. Rpgwho was community-based, meaning that players created separate journals for their characters, but interacted in tagged posts on the community rather than in their own journals. The player base came out of Livejournal's large community of Doctor Who fans, who are reachable via communities like doctorwho and who_daily (read the posting requirements on the info page before advertising in a community, as some don't allow it). There are also multifandom roleplay advertisement communities whose purpose is to pull in new players for LJ-based roleplaying games. rpg_connect and rp_promotions come to mind. You'll be able to find lots of communities by doing an interests search -- see the box in the upper right hand corner of this page.

Probably your best bet would be to advertise for one or two co-moderators, especially if you haven't modded an LJ roleplay before. Read this community's old rules and the old comment threads to see how previous players viewed them. Reviving a dormant rp community is a major operation and will take time, so don't lose heart! ^__^
