In this culture it's standard manners for the person that you are speaking with to look you in the face. If I was talking to someone who was staring at my unmoving foot I'd be annoyed too. Boobs, however, are so highly sexualized that if we are consciously looking at them we are trained to be thinking thoughts probably more relative to the symbolism of boobs than to the actual conversation. This staring/looking/whatever makes it apparent that the person you are speaking with is not listening. It's heavily a body language thing. Now, if I was talking about my boobs, then it would be perfectly acceptable for someone to stare them, because they are a part of the conversation. This goes for males or females, my boyfriend or not.
How would you feel is someone was staring at your penis (which is the focal point of male sexuality and therefore symbolically very loaded) while you were trying to talk to them? Would it feel kind of like one part of your anatomy just upstaged every part of your intellect? Women tend to feel that way, and understandably so I think, given the huge focus on women as breasts in media representations old and new.
It's not about whose chest or whose man. It's about my body upstaging my brain. Especially the part of my body that I feel has been give too much of a voice already, and not one that I necessarily got to choose the dialogue for.

But you do have an excellent point(s) about cultural ramafications that are indeed placed upon an individuals body.
But what about the (groan) argument placed upon the idea that people who dress, talk, act a certain way should in turn be treated a certain way that is complimentary to their appearance. The classic argument that by dressing a skank, you are a skank. (Or Dava Chappelle's view that if you dress like a cop, you should be willing to accept all the responsibilities of a cop.)
How is showing that the person who is talking that the only singular aspect of her personality that is worthwhile to focus on is her boobs, COMPLIMENTARY?!?!
