First off, Sokka's a total dork. From his almost absurd love of meat to shopping for a purse to match his belt to giving the Avatar group a name like the 'Gaang'. He's usually the comic relief of the group, because of his exaggerated reactions to just about everything that calls for it, his tendency to easily freak out over the smallest things, and his determination to prove that boomerang is just as good as any bending. Not to mention his little tent set-up with the roses for Suki.
That being said, he definitely isn't stupid. After all, he pretty much lead the invasion of the Fire Nation and planned a big part of it. When they were dealing with Azula, and she kept taunting them, Sokka was the one to remind everyone not to fall into her trap, even if in the end, he's the one who gives into it, and even that was only because she mentioned Suki. So yes, he can be funny, but he knows how to be serious when the situation calls for it.
With relationships to other characters, he and Katara are very close as brother and sister, even if they quarrel and tease each other a lot. From what I can remember, he's very protective of her and would be absolutely despaired if something happened to Katara. Towards Suki, and Yue, I emphasize that he does love them both, as shown when he hesitates to kiss Suki while under the full moon. Don't neglect one for the other.
